José started his career in Ghent at the VOLVO-Car factory and as lecturer at a University College. In 1978 he joined the incumbent telecom operator RTT (renamed Belgacom in 1987 and Proximus in 2015) where he started as engineer in the switching department. In 1991 he became respectively Director-Chief Engineer and Deputy General Manager of the District of Ghent (1991), General Manager of the district of Antwerp (1994), Division Manager of the Operator Services Division (Brussels-1996) and Program Director on different corporate strategic projects, such as, the Number Portability Project (1999-2000) and the development and implementation of Real Estate Strategies (2001-2004).
		From Oct. 2004, he left Belgacom and established his own consultancy company VOCS. As management consultant, he wants to use his experience in various functions to the benefit of other companies and organizations, in Belgium as well as abroad. Since 1989, José Van Ooteghem is also active in the European organization FITCE (Federation of Telecom Engineers in the European Union - Forum for ICT professionals). In 1999 he was co-founder of the Belgian branch of which he was during 10 years the first president. In 2001-2003 he was also the European FITCE president (www.fitce.be / www.fitce.org). He is also board-member of several other professional and social-cultural associations. He presented on many national and international conferences for Belgacom and VOCS-clients.
